Why choosing whistleblowing software is a compliance decision
Since Directive (EU) 2019/1937 was transposed across the Member States, an internal reporting channel has stopped being an optional project: it is a legal obligation with precise requirements on confidentiality, anonymity, traceability and response times. Organisations with 50 or more employees are in scope, and the final deadline — 17 December 2023 for companies of 50 to 249 employees — passed some time ago. The platform you choose decides whether those requirements are genuinely met, or only met on paper.
The market has grown fast, and very different products now sit side by side: enterprise governance suites costing several thousand euros a year, SaaS platforms designed for mid-sized companies, and open-source projects. Below we compare 7 whistleblowing platforms available across Europe in 2026 on published pricing, vendor location, what each product actually does and where it falls short.

Every solution was assessed on the same criteria — the ones that matter once the channel goes live:
- Regulatory compliance — alignment with Directive (EU) 2019/1937 and its national transpositions, including the statutory deadlines: acknowledgement within 7 days, feedback within 3 months.
- Pricing transparency — a public, verifiable price list on the vendor's own website, with no hidden setup fees. Vendors that only quote "on request" are marked down: a subscription you cannot find the cost of without talking to a salesperson is a subscription you cannot compare.
- Genuine anonymity — reporting without identifying yourself, two-way communication with an anonymous reporter, encrypted storage.
- Voice channel — the Directive requires oral reporting as well as written, via a telephone line or a voice messaging system.
- Multilingual coverage — essential for any group with staff in more than one country.
- Location and hosting — where the data lives and who acts as processor, with attention to transfers outside the EU.
- Time to activation — how long before the channel is online and can be announced to employees.
All prices quoted are the list prices published by each vendor on its own official website, verified in July 2026 and stated exclusive of VAT. One finding deserves flagging on its own: only three of the seven vendors in this ranking publish a price at all — TrueSpeak, Whistlelink and Whistleblower Software. Every other one sends you to a sales quote. Where no list price exists we write "not published" rather than repeat third-party estimates.

1. TrueSpeak — the best balance of compliance and cost
TrueSpeak is a European whistleblowing platform built for organisations that need to be compliant now, without an IT project behind them. It is the only solution here that starts at €190 per year (€19/month) while still covering anonymity, encryption and statutory deadline management in the entry plan — a price point that makes compliance sustainable for a 60-person company or a firm handling several client entities.
Each organisation gets a dedicated portal on its own subdomain, customisable with logo and brand colours, usable from any device with nothing to install and no account to create. Follow-up runs on a unique code that lets the reporter — anonymous or not — exchange messages with the case handler, receive the acknowledgement of receipt within 7 days and the substantive feedback within 3 months, as the Directive requires. The platform tracks both clocks, so the deadlines do not depend on a calendar reminder.
On oral reporting, TrueSpeak covers the requirement at two levels: a voice message recorded straight from the browser, included in the Vocal and Enterprise plans, and a dedicated telephone number available as a €45/month add-on, which routes inbound calls to the internal case handlers according to the opening hours you configure. The call is never recorded, and the caller's number is masked towards the recipients and stored encrypted — a secure switchboard, not an archive of recordings, which matters under the confidentiality rules.
The portal ships in 8 languages, enough for most European group structures without a separate localisation project, and comes with two-factor authentication, multi-entity management, custom domain support and a whitelabel edition for resellers. Groups with Italian subsidiaries also get an ODV / Decree 231/2001 module — a useful bonus, though tied to the Italian transposition, Legislative Decree 24/2023, rather than a pan-European feature.

Strengths. By some distance the lowest entry price in the category for the same legal requirements; a portal activated and configured in minutes with no onboarding call; a real telephone channel rather than voice messages alone; and an automated periodic security audit — static code analysis plus dynamic testing of the live application — with the history of past audits published openly on the vendor's site. That transparency is rare in this market.
Things to weigh up. The Starter plan is deliberately minimal — one administrator, one portal language, six months of report history — so an organisation with several sites or a real case-handling team should budget for Professional or Enterprise. And as a fast-growing vendor rather than a legacy governance group, the brand is less recognised in procurement than the incumbents below.
2. Whistlelink
A Swedish platform widely adopted across Europe, with a polished interface and solid commercial support in several markets. It covers the standard requirements well: customisable portal, anonymous reporting, dialogue with the reporter and deadline tracking.

Strengths. A mature product, a wide set of interface languages, genuinely good educational material for compliance officers and — rare in this market — a public, readable price list, backed by a 30-day free trial that does not ask for a credit card.
Things to weigh up. The entry price is more than four times that of the cheapest compliant alternatives — hard to justify for an organisation adopting a channel because the law requires it, not because it expects a high volume of reports.
3. Whistleblower Software (Formalize)
A Danish solution, now part of the wider Formalize compliance suite. Quick to set up, pleasant to use and well established in Northern Europe, with an offering that extends into privacy and risk management.

Strengths. Fast activation, broad language coverage and an ecosystem of adjacent compliance modules for organisations that would rather buy one platform than four.
Things to weigh up. It carries the second highest entry price among the vendors that publish one, and the features larger organisations ask for first — SAML 2.0, SCIM 2.0, custom contracts and a dedicated customer success manager with an SLA — sit only in the Advanced plan. The product is also designed around Northern European transpositions, so obligations specific to other Member States generally have to be handled outside the platform.
4. EQS Integrity Line
Part of the governance suite of the German EQS Group, and one of the most widely deployed solutions among large European enterprises. It is built for organisations with structured compliance policies, approval workflows and board-level reporting.

Strengths. High security standards, integration with the other EQS modules (policy manager, insider lists, ESG reporting) and a well-established position in the enterprise segment.
Things to weigh up. Cost and complexity are calibrated for large organisations. For a mid-sized company that simply needs a compliant channel switched on, the investment is hard to justify and implementation takes weeks, not minutes. The German and Italian package pages list the features but show no price at all: finding out what it costs means going through a sales conversation, with a trial offered only on the entry-level Essential plan.
5. NAVEX
A long-standing US operator — its EthicsPoint platform is one of the oldest in the sector — and the reference point for multinationals running global ethics programmes with 24/7 hotlines in dozens of languages.

Strengths. Global coverage, a multilingual call centre staffed by human intake specialists, and analytics with sector benchmarks built on a very large body of case data.
Things to weigh up. It is the least transparent vendor in this ranking on price: not even the page dedicated to what a hotline costs quotes a figure, and subscriptions normally come as annual contracts with one-off setup fees on top. As a non-EU vendor it also requires a careful assessment of international data transfers, and for most European companies in scope the level of service is well beyond what the obligation demands.
6. SpeakUp (People Intouch)
A Dutch provider with one of the longest track records in Europe: SpeakUp began as a managed multilingual hotline and grew into a full reporting platform. It is still widely used by large European groups that want first intake handled by trained specialists rather than their own staff.

Strengths. A mature, genuinely multilingual hotline, a strong footprint among large European groups, and managed intake that lifts first contact with the reporter off a small compliance function.
Things to weigh up. No pricing transparency at all and no self-service activation: every deployment goes through a commercial process. The product is sized for large organisations, so a company that has just crossed the 50-employee threshold pays for capacity it will not use.
7. WhistleblowingIT / GlobaLeaks
GlobaLeaks is an open-source platform developed in Italy by the Hermes Center and adopted internationally by public administrations, NGOs and newsrooms. WhistleblowingIT is the managed cloud edition, with support and maintenance included.
- Pricing: free if self-hosted (free software), and free for Italian public administrations through the WhistleblowingIT project; no price list is published for the managed editions aimed at private organisations · Headquarters: Italy

Strengths. Open, auditable source code, an unusually strong focus on reporter anonymity (including access over Tor) and zero licence cost if the systems skills are in-house.
Things to weigh up. Self-hosting makes updates, backups, certificates and service continuity your responsibility — and so is the liability if there is a breach. The interface is more technical than the commercial platforms, and the case-management features private-sector teams expect are thinner.
What whistleblowing software really costs
Judged on the prices that are actually published, the market splits into three fairly distinct bands:
- Accessible tier (€190–€600 a year) — SaaS platforms with self-service activation, for organisations in scope that want compliance without running a project. This is where TrueSpeak sits, at €190 a year for the entry plan.
- Mid tier (€950–€1,800 a year) — the two Nordic vendors that do publish a price list: Whistlelink from €79/month and Whistleblower Software from €99/month, both billed annually and banded by headcount.
- Enterprise tier (quote-based) — EQS, NAVEX and SpeakUp publish no subscription price at all. Market estimates for this tier start at a few thousand euros a year and climb quickly once setup fees are added, but they remain estimates: the only way to know is to ask.
The only honest comparison is therefore between the three vendors that state a price. On that basis, the TrueSpeak entry plan costs around a fifth of the Whistleblower Software one and a quarter of the Whistlelink one, for the same minimum legal requirements.
Watch the items that never appear in the headline price: activation fees, the cap on administrator accounts, how many portal languages are included, how long report history is retained and — above all — whether the voice channel is part of the licence or a paid extra. Whistlelink, for instance, publishes a clear subscription price but sells its 24/7 telephone hotline as a separate service. Those are the lines that make the real cost diverge from the quoted one.
How to choose: a 7-point checklist
- Confirm you are in scope. With 50 or more employees, or in a regulated sector, the channel is mandatory: see our guide to which companies must have a whistleblowing channel.
- Test that anonymity is real. The reporter must be able to send and receive messages without ever revealing their identity — see the differences between anonymous and confidential reporting.
- Insist on the voice channel. It is not a nice-to-have: the Directive expressly requires oral reporting.
- Ask where the data lives. EU hosting and a clearly identified processor make the privacy assessment far simpler.
- Count the included users and languages. These are the two limits that most often force an unplanned upgrade after go-live.
- Check how deadlines are handled. The platform should track the 7 days for acknowledgement and the 3 months for feedback, not leave them to a manual reminder.

Conclusion
There is no single best whistleblowing software, only the one proportionate to your organisation. A multinational running a global ethics programme will find tools in NAVEX, EQS or SpeakUp that a mid-sized company would never open; a business with 80 employees needs the opposite — a compliant channel, in the languages its staff speak, live the same day, at a price that does not need a board resolution.
